Program Description

Elam is an Informal sector enterprise development generation program of Helvetas Nepal, which focuses on employment generation based on the promotion of the local resource value chain and their value addition particularly for the disadvantage women and men in Nepal. As a proprietorship firm, Creative Marketing & Enterprise Development Services, we provided services to micro enterprise.

2. Employment Fund / Helvetas Nepal :

Program Description

The Employment Fund was established in 2008 with the aim of providing gainful employment to disadvantaged, unemployed out-of-school youth. The project ran until 2016.
The Employment Fund was financed by the Swiss Agency for Development and Cooperation, UK Aid and the World Bank, with an overall budget of about 35 million Swiss francs. Helvetas operated the secretariat of the fund, which covered 87% of all districts in Nepal and approximately 80 occupations in different sectors (e.g. construction, hospitality, garments and textile, agriculture, electronics, etc.), and collaborated with 57 training providers. The training courses usually lasted three to four months. 80 % of the content was practical; theory lessons made up the remaining 20%. The Employment Fund applied a results-based financing approach, paying training providers based on their success in training and then connecting young people with the labor market. Moreover, the Employment Fund placed special emphasis on the inclusion of women and other disadvantaged groups in the courses, doing this, for instance, through targeted incentives, communication campaigns and counseling.

3. Reconstruction Skills/ Helvetas Nepal:

Program Description

The April 2015 earthquake gave rise to a huge demand for construction workers skilled in earthquake resilient techniques.  The Employment Fund responded by developing a 50 – day onsite training module, in which participants worked in groups of five, building the house of one amongst their number. This successful “learning by doing” approach has become the government standard, approved by the National Reconstruction Authority. From 2015 to March 2018, the project trained around 10,844 young people in masonry and carpentry, one third of them being women. A total of 2,994 houses earthquake resilient houses have been constructed. Participants have not only rebuilt their own houses; they have become skilled construction workers in regular employment. Of all those trained, 84% are now in gainful employment in the construction sector. The project has also piloted training in retrofitting – in which earthquake – damaged buildings are reinforced and made safe. However, it was realized that this training resulted in fewer opportunities for regular employment, as the techniques are complicated and demand the supervision of engineers. Training in reconstruction skills was funded by the Swiss Agency for Development and Cooperation (SDC), and the UK Department for international Development (DFID).

4. Saipu Reconstruction Project/ Kam for Sub Nepal:

Program Description

On April 25th 2015 Saturday, an earthquake of magnitude 7.8 hit Nepal causing substantial damages and the death of almost ten thousand people. The interventions focused on locations where Kam for Sud was already operative before the seism, where the integration in the local community allowed to be focused, coordinated and effective.

5. Enhanced Vocational Education & Training Project (EVENT)/ Government of Nepal5.

Program Description

The Government of Nepal and the International Development Association had entered into the Financing Agreement of the Enhanced Vocational Education and Training Project (EVENT Project) on 30 June 2011. The Project was implemented for four years through a Project Secretariat under the Ministry of Education (MOE), the Government of Nepal (GON). The main objective of the project was to expand the supply of skilled and employable workforce by increasing access to quality training programs, and by strengthening the technical and vocational education and training system in Nepal. EVENT PS elected Private Sector Training Provider on a district wise competitive process.

6. Enhanced Vocational Education and training (EVENT) project Second:

Program Description

Enhanced Vocational Education and Training (EVENT) project second has been established as per the agreement signed between the Government of Nepal and World Bank on 21 January, 2018. The main objective of this project is to expand the supply of skilled and employable labor by increasing access to quality training programs, and by strengthening the technical and vocational education and training system in Nepal.

The Rural Enterprises and Remittances Project (RERP) “SAMRIDDHI” is a seven-year project jointly initiated by Government of Nepal/Ministry of Industry, Commerce and Supplies and the International Fund for Agricultural Development (IFAD). The Government of Nepal is lead agency for the execution of RERP Project. The project aims at reducing poverty with employment-focused and inclusive economic development by providing sustainable sources of income to poor households, migrant families. And returnees through creation of micro, small, and rural medium-sized enterprises as a means of developing local businesses and creating jobs and specifically includes returning migrants among those it supports. Creative Skills Pvt. Ltd. provided Vocational Skill Training and training under leading to apprenticeship model-1.

8. Enhances Skill for Sustainable and Rewarding Employment (ENSSURE)

Program Description

Enhanced Skills for Sustainable and Rewarding Employment (ENSSURE) project, 2016 to 2025, is established under an agreement between the Government of Nepal (GoN) and the Swiss Agency for Development and Cooperation (SDC). Divided into three phases, phase one of the project (January 2016 to December 2019) is implemented by the Council for Technical Education and Vocational Training (CTEVT) with technical assistance from Helvetas Nepal.

The project supports the CTEVT to implement its Strategic Plan (2014 -2018) that will contribute to the GoN’s policy on Technical Education and Vocational training (2012). The policy emphasizes the need for a more inclusive system of programmers and courses leading to employability and relevance. ENSSURE aims to achieve this by recognizing, activating, and improving the skills development activities of the private sector.
